National Grid’s contractor, Creamer Environmental, has completed remedial actions at the Citizens former Manufactured Gas Plant (MGP) Site to address MGP Site related impacts in accordance with the NY State DEC approved design.    National Grid will continue to conduct recovery of NAPL from wells and groundwater monitoring.  The cleanup activities were performed with oversight by the New York State Department of Environmental Conservation (NYSDEC).

Overview:

• The key elements of the completed remediation work include excavation of MGP Site impacted soils and installation of bulkheads using heavy construction equipment.
• Preparation for these key remediation elements requires sheet pile installation to support excavations on site, as well as construction of bulkheads along the Gowanus Canal.
• Installation of monitoring and recovery wells.
• Established measures to reduce potential noise, vibration, and dust from the work including pre-drilling before sheet pile driving and installation of a noise mitigation wall were implemented.
• Air, noise, and vibration monitoring were conducted each day to ensure that the work was conducted in accordance with the requirements of NYSDEC, NYSDOH and NYC.

• Recovering NAPL from wells and groundwater monitoring.

Recently completed activities:

• Final grading and restoration of the Parcel I supplemental excavation.
• Transporting impacted materials off-site for disposal.
• Demobilizing equipment and supplies.

Community Air Monitoring Plan Summary

For the period 03/24/22 through 04/01/22 there were no levels above the 15-minute Action Limit for Total Volatile Organic Compounds (TVOC) or Particulate Matter (PM-10) associated with Site activities.  Community air monitoring was discontinued on 04/01/22, as approved by the NYSDEC and NYSDOH following the completion of earth disturbing activities.
