National Grid’s contractor, Creamer Environmental, is implementing remedial actions at the Citizens former Manufactured Gas Plant (MGP) Site to address MGP Site related impacts in accordance with the NY State DEC approved design. Mobilization began on July 10, 2019 and the remedial activities are expected to be completed in early 2022. The cleanup activities are being performed with oversight by the New York State Department of Environmental Conservation (NYSDEC). Community air monitoring and vibration monitoring are being conducted during this project.

- The key elements of the remediation work include excavation of MGP Site impacted soils and installation of bulkheads using heavy construction equipment.

For the period 10/28/21 through 11/03/21 there were no levels above the 15-minute Action Limit for Total Volatile Organic Compounds (TVOC) associated with Site activities. On 11/01/21 there were two 15-minute periods when Particulate Matter (PM-10) concentrations were above the Action Limit. The elevated PM-10 concentrations were caused by the exhaust from an operating truck blowing directly into an air monitoring station. The truck was moved and no additional levels greater than the 15-minute Action Level for PM-10 occurred during the reporting period.

For the period 03/25/21 through 03/31/21 there were no levels above the 15-minute Action Limit for Total Volatile Organic Compounds (TVOC) or Particulate Matter (PM-10) associated with Site activities. On March 26, 2021, elevated PM-10 concentrations were detected by the perimeter air monitoring stations on the site. The PM-10 concentrations were above the Alarm Level at all three perimeter air monitoring stations. There was a smell of and visible smoke on the Site coming from the south-southeast. The offsite source of the smoke was not identified. The elevated PM-10 concentrations lasted for more than 45 minutes.
