National Grid’s contractor, Creamer Environmental, is implementing remedial actions at the Citizens former Manufactured Gas Plant (MGP) Site to address MGP Site related impacts in accordance with the NY State DEC approved design.  Mobilization began on July 10, 2019 and the remedial activities are expected to be completed by the middle of 2021.  The cleanup activities are being performed with oversight by the New York State Department of Environmental Conservation (NYSDEC).  Community air monitoring and vibration monitoring are being conducted during this project.

Continued community air monitoring.  For the period 10/15/20 through 10/21/20 there were no levels above the 15-minute Action Limit for Total Volatile Organic Compounds (TVOC).  On 10/21/20, there was one 15-minute level above the Action Limit for Particulate Matter (PM-10) [smoke from welding adjacent to gas shaft] within the eastern Site boundary along the Gowanus canal.  The welding activity was limited and was stopped when the Action Level alert was received.  Welding operations were reconfigured prior to resuming activities.  Additionally, no dust was observed leaving the Site during this period.  No additional levels above the 15-minute Action Limit for PM-10 occurred during the reporting period.

Continuous community air monitoring is on-going.  For the period 6/18/20 through 6/24/20 there was no 15-minute Action Limit exceedances for Total Volatile Organic Compounds (TVOC).  On 6/19/20, there was one 15-minute Action Limit exceedances for Particulate Matter (PM-10) [smoke from welding] within the southwestern Site boundary along the Gowanus Canal.  The welding activity was stopped for the day following receipt of the 15-minute Action Limit exceedance.  Additionally, no dust was observed leaving the Site during this period.  No additional 15-minute Action Limit exceedances for PM-10 occurred during the reporting period.

Continuous community air monitoring is on-going.  For the period 3/26/20 through 4/01/20 there was no 15-minute Action Limit exceedances for Total Volatile Organic Compounds (TVOC).  On 3/30, there were two 15-minute Action Limit exceedances for Particulate Matter (PM-10) [dust] within the western Site boundary along the Gowanus Canal.  Additional dust mitigation consisting of increased water application in the work area was implemented immediately following notification of the elevated PM-10 concentrations.  No additional 15-minute Action Limit exceedances for PM-10 occurred during the reporting period.
